Abstract

The rapid development of technology and social dynamics has given rise to legal disruption that challenges the effectiveness and relevance of the national legal system, including in Indonesia. One aspect that is affected is the legal norm hierarchy system, which is often unable to respond to changes quickly and appropriately. In this context, an agile and adaptive legislative approach is important as a responsive, flexible, and community-oriented legislative strategy continues to develop. This study analyzes how the approach can be applied in responding to legal disruption by highlighting the actual problems in the hierarchical structure of laws and regulations in Indonesia. It is desired that this study will contribute to a more modern, inclusive, and adaptive national legislative system for changing times.
